State Department liaison Jill Kelley identified as second woman in Petraeus affair
WASHINGTON—The identity of the woman whose complaints sparked the FBI investigation that ended David Petraeus’ public career emerged Sunday, as members of Congress demanded a fuller explanation of how and when law enforcement agents learned that the CIA director was having an extramarital affair.
A senior U.S. military official identified the second woman as Jill Kelley, 37, who lives in Tampa, Fla., and serves as an unpaid social liaison to MacDill Air Force Base in Tampa, where the military’s Central Command and Special Operations Command are located. Kelley complained to the FBI about harassing emails that investigators traced back to Paula Broadwell, a married Army reservist who was Petraeus’ biographer, according to military sources.
Kelley was described as a close friend of Petraeus. Officials have said that Broadwell considered the woman she emailed as a rival for the retired general’s affections.
Staffers for Petraeus said Kelley and her husband were regular guests at events he held at Central Command headquarters.
In a statement Sunday evening, Kelley and her husband, Scott, said: “We and our family have been friends with Gen. Petraeus and his family for over five years. We respect his and his family’s privacy and want the same for us and our three children.”
A U.S. official said the coalition countries represented at Central Command gave Kelley an appreciation certificate on which she was referred to as an “honorary ambassador” to the coalition, but she has no official status and is not employed by the U.S. government.
The official, speaking on condition of anonymity because he wasn’t authorized to discuss the case publicly, said Kelley is known to drop the “honorary” part and refer to herself as an ambassador.
Petraeus quit his post Friday after acknowledging an extramarital relationship. And after three days of revelations, the CIA, FBI and White House all face questions from Congress about Petraeus’ love life and how his emails came under investigation.
Petraeus had been scheduled to appear before congressional intelligence committees on Thursday to testify on what the CIA knew and what it told the White House before, during and after the Sept. 11 attacks in Benghazi, Libya, that killed the U.S. ambassador and three other Americans.
It now falls to the CIA’s deputy director, Michael Morell, to answer lawmakers’ questions about the attack on the U.S. Consulate and CIA base.
But Sen. Dianne Feinstein, D-Calif., who heads the Senate committee, said she hasn’t ruled out compelling Petraeus to testify about Benghazi at a later date. “We may well ask” him at some point, she told “Fox News Sunday.” “I think that’s up to the committee.”
Meanwhile, Morell and the FBI’s deputy director, Sean Joyce, also will be asked for answers about who they informed and when in the Petraeus investigation, in meetings with congressional intelligence committee leaders Wednesday, according to a senior intelligence committee aide.
The director of national intelligence, James Clapper, was told by the Justice Department of the Petraeus investigation on election night, and then called Petraeus and urged him to resign, according to a senior U.S. intelligence official who spoke on condition of anonymity because he was not authorized to discuss the investigation publicly.
But the FBI did not inform the committees that oversee the CIA until Friday, after the news about Petraeus broke.
FBI officials have explained that the committees weren’t informed, one official said, because the matter started as a criminal investigation into harassing emails sent by Broadwell to the woman revealed to be Kelley on Sunday.
that probe led agents to Broadwell’s email, which uncovered the relationship with Petraeus, a 60-year-old retired four-star general, according to an official who spoke to The Associated Press on Saturday.
Concerned that the emails he exchanged with Broadwell raised the possibility of a security breach, the FBI brought the matter up with Petraeus directly, according to the official, who spoke on condition of anonymity because he was not authorized to publicly discuss the investigation.
Petraeus decided to quit, though he was breaking no laws by having an affair, officials said.
“He decided he needed to come clean with the American people,” said Steve Boylan, a retired army officer and former Petraeus spokesman who talked with him Saturday.
In a phone call, Petraeus lamented the damage he’d done to his “wonderful family” and the hurt he’d caused his wife, Boylan said. Petraeus has been married for 38 years to Holly Petraeus.
“He screwed up, he knows he screwed up, now he’s got to try to get past this with his family and heal,” said Boylan.
Broadwell interviewed the general and his close associates intensively for more than a year to produce the bestselling biography, “All In: The Education of General David Petraeus,” which was written with Vernon Loeb, a Washington Post editor, and published in January.
The CIA did not comment on the identity of the woman with whom Petraeus was involved.
Broadwell is married with two young sons. She has not responded to multiple emails and phone messages. She’d planned to celebrate her 40th birthday in Washington this weekend, with many reporters invited. Her husband emailed guests to cancel the party.
CIA officers long had expressed concern about Broadwell’s unprecedented access to the director. She frequently visited the spy agency’s headquarters in Langley, Va., to meet Petraeus in his office, accompanied him on morning runs around the CIA grounds and often attended public functions as his guest, according to two former intelligence officials.
Petraeus’ staff when he was overseeing the war in Afghanistan similarly had been concerned about the time she spent with their boss.
In the preface to her book, Broadwell said she first met Petraeus in the spring of 2006 while she was a graduate student at the Kennedy School of Government at Harvard.

Rep. King: Petraeus Must Answer Questions on Benghazi

Rep. Peter King reiterated Sunday that General David Petraeus, who stepped down as head of the CIA following revelations of an extramarital affair, will very soon have to answer congressional questions about the Obama administration's handling of the Sept. 11 terror attack in Benghazi, Libya.
"My strong recommendation is Gen. Petreaus has to testify," the New York congressman told Fox News. "We can’t find out what happened in Benghazi unless David Petreaus testifies. He was at the center of it all. He is an absolutely essential witness."
King questioned the timeline of the FBI’s investigation into personal emails of Petraeus, and when high-ranking government officials, including the president, were made aware that the then CIA director was being investigated.
“It seems this has been going on for several months and yet now it appears that they’re saying that the FBI didn’t realize until Election Day that Gen. Petraeus was involved. It just doesn’t add up,” King also said Sunday on CNN’s “State of the Union.”
“In this type of investigation, with the FBI investigating emails, the emails leading to the CIA director, and it taking four months to say the CIA director was involved. So, I have real questions about this. I think a timeline has to be looked at and analyzed to see what happened.”
With such a high ranking official being investigated, King said the president, or at least his national security advisor, should have been alerted at the earliest stage of the investigation.
He added that while Petraeus was an outstanding general and public servant, "nobody is irreplaceable in government.” King, however, predicted that in the "short term any time you lose someone of Gen Petraeus stature, especially under these circumstances, it does create at least a short-term gap. But again, there are other people there who can and will definitely fill in.”
King said he expected hearings to be held this week into the situation at the same time members of Congress begin working on a deal to avoid the looming fiscal cliff, which King expects will result in a compromise coming between both parties in Congress and the president.
U.S. Ambassador Chris Stevens was killed on Sept. 11 alongside three other Americans, when the Benghazi consulate was attacked.
In his letter of resignation, Petraeus cited an extramarital affair he had been having. “After being married for over 37 years, I showed extremely poor judgment by engaging in an extramarital affair,” Petraeus said in his letter to President Obama. “Such behavior is unacceptable, both as a husband and as the leader of an organization such as ours.”
Petraeus, who had a distinguished military career, revealed no additional details. However, an FBI source says the investigation began when American intelligence mistook an email Petraeus had sent to his girlfriend as a reference to corruption. Petraeus was commander of U.S. Forces in Afghanistan from July 4, 2010 until July 18, 2011.
Petraeus decided to quit, though he was breaking no laws by having an affair, officials said.
"He decided he needed to come clean with the American people," said Steve Boylan, a retired army officer and former Petraeus spokesman who talked with him Saturday.

Republicans, including King, contend that the general's resignation should not preclude him from speaking to House and Senate committees looking into the Obama administration's handling of the Sept. 11 attacks.
The acting director of the CIA, Mike Morell, is expected to take the general's place at the closed door intelligence committee hearings set for Thursday on Capitol Hill.
Still, the White House, with concurrence by the FBI and Justice Department, held off on asking for Petraeus’ resignation until after the election. His resignation occurred three days after the election, avoiding the possibility that Obama’s ill-fated appointment of Petraeus could become an issue in the election.
FBI agents on the case were aware that such a decision had been made to hold off on forcing him out until after the election and were outraged.
King also said Sunday that House Speaker John Boehner has offered enough in spending reductions and ways to increase revenue to the federal government that would not require increasing taxes for Democrats and Republicans to make a deal to avoid the fiscal cliff.
Rebutting the idea that President Obama received a mandate in last week’s election to raise taxes, King said the only real mandate anybody in Washington had from voters is to get a deal done.
He said that Boehner has put enough on the table for a deal to be reached.
“Republicans feel strongly that tax rates should not be increased,” King said. “Speaker Boehner has shown his willingness to work out an agreement here that could be done by affecting deductions and loopholes in the upper tax bracket so that the president would get the revenue that he said [during the election] he’s looking for, but it would be done in a way that tax rates are not increased, so therefore we would not slow economic growth. If both sides want an agreement, I think John Boehner has put enough on the table that an agreement can be reached.”

FBI Suppressed Petraeus Scandal to Protect President

Ronald Kessler reporting from Washington, D.C. — FBI agents investigating CIA Director David Petraeus's affair were shocked when told by bureau officials that despite the national security implications, no action would be taken on their findings until after the presidential election: Only then would President Obama ask for Petraeus’ resignation.
The White House claims President Obama and his national security advisors were first informed of the Petraeus' affair on Thursday, two days after the election.
But the official timeline strains credulity. Senior FBI officials suppressed disclosure of the highly sensitive case, apparently to avoid embarrassment to Obama during his re-election campaign.
On Oct. 10, I was contacted by a longtime FBI source who told me that a bureau investigation had uncovered Petraeus’ affair with a journalist and that it could potentially jeopardize national security.
The veteran agent related to me that FBI agents assigned to the case were outraged by what were they were told by senior officials: The FBI was going to hold in limbo their findings until after the election.
“The decision was made to delay the resignation apparently to avoid potential embarrassment to the president before the election,” an FBI source told me. “To leave him in such a sensitive position where he was vulnerable to potential blackmail for months compromised our security and is inexcusable.”
My source said the FBI had been investigating the matter since last spring and the probe was considered among the most sensitive investigations the bureau was handling.
Both FBI Director Robert S. Mueller III and the Justice Department were aware of the investigation, according to my source. The source did not specifically know whether Obama, Attorney General Eric Holder or FBI Director Mueller had given the order to delay taking action until after the election.
However, Mueller meets at least once a week with the president and routinely informs him of highly sensitive investigations and threats. An FBI investigation of the CIA director should have been at the top of that list.
In fact, it would have been a scandal if the FBI had not informed the president or the attorney general of an investigation of the CIA director.
Last Friday, the White House announced that Petraeus had resigned over an extramarital affair. At the time, I was completing my own investigation into the matter based on what my source had told me.
On the same day, my report for Newsmax,
"FBI Investigation Led to Petraeus Resignation," revealed for the the first time that an an FBI investigation of Petraeus' emails had triggered his resignation.
Since then, the White House has claimed that the president was surprised when told of the FBI investigation two days after the election.
If the president genuinely did not know about the probe, it would constitute malfeasance by the White House. But my FBI sources doubt the order to suppress the probe’s findings until after the election — while taking a chance with the nation’s security — was made by the bureau.
For my recently published book,
“The Secrets of the FBI,” FBI Director Mueller gave me unprecedented access to the bureau, including to agents who told me normally classified details of how FBI agents break into homes and offices to plant bugging devices in terrorist, espionage, Mafia, and political corruption cases.
In my opinion, Mueller is a man of impeccable integrity. He would not have acquiesced to delaying action on the bureau’s findings unless ordered to do so by the attorney general or by the president.
Since this was not a criminal matter, Mueller may have justified his decision by saying it is up to the government agency who employs the individual or the White House to take action. But the decision to delay action on the Petraeus case — when the fact that he had placed himself in a compromising position was known by the FBI for months — clearly created a security risk.
As FBI agents and CIA officers tell me, such a delay could have meant that foreign intelligence service officers or criminals who may have learned of the affair could have blackmailed Petraeus into giving up the country’s most sensitive secrets. Given his position, those secrets would have included penetrations of Russian communications, bugging of foreign embassies, identities of assets risking their lives to give the U.S. valuable information on terrorists, and identities of terrorists who are about to be killed by drones.
My source told me that the investigation into Petraeus’ affair began when FBI agents mistook a reference in one of his emails to “under the desk” to mean corruption, as in payments under the table.
While the source’s information was correct, news reports later said the broader FBI investigation began last spring when Paula Broadwell, with whom Petraeus was allegedly having an affair, allegedly began sending threatening emails to another woman she viewed as a potential threat to her relationship with Petraeus.
It turned out that “under the desk” was a reference to having sex under the desk with Petraeus, who is married.
Broadwell, who is married to a radiologist, was “embedded” with Petraeus while writing a book about him when he was stationed in Kabul. A triathlete, she has degrees from West Point and Harvard and holds the rank of major in the Army Reserve. She has not commented on her role in Petraeus’ resignation.
Michael Kortan, the FBI's assistant director for public affairs, had no immediate comment.
