就在立法院今（19）日上午將表決國民黨團提出的核四停建公投案的緊繃之際，法務部凌晨卻將前總統陳水扁從台北榮總移往台中監獄培德醫院。扁民間醫療小組醫師柯文哲痛斥粗暴，出院時連醫師的藥都沒拿，還跑回來再要榮總補開；民進黨立院黨團書記長邱議瑩表示，如果陳水扁這2天在監獄自殺，「你馬英九就是天地不容的殺人犯，民進黨、甚至全體台灣人民跟你勢不兩立，馬英九你走著看，你會得到報應的」。
雖然台北榮總精神科主治醫師周元華對於陳水扁病情做出的醫療建議是居家療養，但法務部今日凌晨還是突然將陳水扁從北榮移往台中培德病監，引發民進黨團強烈反彈。
邱議瑩表示，清晨一覺睡醒，除了核四又多了一個全國人民都在看的案子。總統馬英九在核四議題、聲望最低迷時，再度讓「扁維拉」上場，企圖轉移反核議題。她質疑法務部，如果心中坦蕩蕩，不會選擇在半夜，天未亮時偷偷摸摸把扁送去培德醫院，甚至沒有事先告訴家屬。
台大醫師柯文哲也痛批，今天這事做得太粗暴了。他說，法務部將阿扁送去北榮前，一開始太低估醫療專業的自主性；等到北榮醫師建議扁應該「居家療養」時又賴帳了。
對於扁上午被移往培德病監過程，柯文哲批評說，「今天一個病人要出院，連要吃的藥都沒準備好，再跑回來要榮總醫師補開」。好歹他也當過台灣8年總統，這個手段太粗暴了，實在不曉得馬英九腦袋在想什麼？
馬偕醫院精神科醫師陳喬琪也說，陳水扁現在已經完全崩潰了，有些病情不是診斷書裡可以看得出來。精神科最先進的醫療原則除了藥物治療外，就是必須要 有環境治療，讓扁到醫療機構裡，只會讓他的病情更嚴重。法務部決定將陳水扁移往培德，不僅對不起所有的精神醫療專業人士，也是對榮總院長林芳郁的羞辱，他 對此提出嚴重的抗議。
陳喬琪醫師說，他曾在監獄做過長期的研究，將一個早晚想自殺的精神病人放在監獄裡，只會讓整個監獄的人神經繃的很緊，會讓監獄無法管理。
榮總醫師郭正典也說，他昨天接到3、4個電話查詢陳水扁是否會被移監？他去問主治醫師周元華，他說，「我也不知道」；問柯建銘總召，他也不知道。但前幾天，陳水扁就向他說，他從政這麼多年，感覺很不尋常。
郭正典指出，陳水扁現在看報紙，都是先看自殺新聞。扁說，現在已經學會很多自殺的方法，能讓人家在不知道的情況下「解決」。扁還向聘請的看護說，做 到星期天（4/14）中午就好。「他（指看護）在這裡，妨礙我『辦事』」。「我要自己解決」，但「解決」什麼？扁卻不講。本來扁說，送他回北監，他就在北 監自己了斷；但現在只要送扁去北監，他就在北榮自己先了斷。
郭正典跟扁說，「總統你在榮總自殺，會害死一票醫療人員」。昨天他告訴扁，聽到風聲要將扁送去培德。扁問他，那吃飯怎麼辦？因為扁現在吃的都是台北市議員江志銘送進來的。而扁現在自己不會洗衣服，也都是江志銘送進來的。
此外，立委陳其邁也質疑培德醫院的醫療專業能力。他說，周元華醫師原先建議是居家療養或離家較近設有精神科的綜合醫院或精神專科醫院；但最後周元華 則直接建議就是居家療養。培德病監連一個精神專科醫師都沒有，去年想要申請精神專科病房，作為收容性犯罪矯治治療時，還被台中市政府打回票。「難道馬政府 你們是把阿扁當作性犯罪人來對待嗎？」

President Chen was relocated to a Prison Hospital before dawn on 4-19-2013

Before dawn on April 19, 2013, without notifying the family or even the doctors at the Veteran General Hospital, Ministry of Justice suddenly relocated President Chen from his current room in the psychiatric unit of the Veteran Hospital to Pei-Deh Prison Hospital in Taichung, located at center of Taiwan. President Chen was not even given an opportunity to bring his prescription, according to Dr. Ko Wen-Tze, a member of the volunteer medical team for President Chen. The prison authority had to come back to the Veteran General Hospital for a new prescription. Pei-Deh Prison Hospital is a poorly equipped clinic inside the Taichung prison and it does not even have a psychiatric unit. This abrupt action by Ma's government completely disregards the recommendation by the primary doctors at the Veteran Hospital to send President Chen home to recover and the timing and time of this action arouse great suspicion. Why before dawn and why so haste? On April 19, 2013, Legislation Yuan will vote on a referendum on whether the construction of Nuclear Power Plant #4 should be discontinued. A major "war" between KMT and the opposition parties (DPP, TSU, etc) at Legislation Yuan is expected. It is apparent that Ma and KMT want to divert the attention.
Dr. Chen Chiao-Chi, a psychiatrist, also a member of the volunteer medical team, pointed out that the mental state of President Chen had broken down completely. It is very likely that President Chen will commit suicide. Currently, due to his severe depression and the injuries to his brain, President Chen cannot take care of his himself, including cloth washing. President Chen refused to eat the food at the Veteran Hospital and he would refuse the food at the new prison hospital. Right before the eyes of all Taiwanese and people in the world, Ma is committing a murder, proclaimed by Chiu Yi-Yin, a DPP legislator at a news conference.
According to Dr. CD Kuo, who visited President Chen daily at the Veteran Hospital, President Chen had been contemplating suicide. President Chen told Dr. Kuo that he would kill himself if he was forced back to Taipei Prison. President Chen would read news of suicide cases first when he received a copy of newspaper. President Chen has been studying ways of committing suicide.
