有人寫信向位於倫敦的國際特赦組織總部(AI, London)反應阿扁的人權問題及獄中醫療狀況。以下是AI London 的回信。
"至於我們對陳水扁的立場，我們的中國研究小組在他被審判的期間，有對他的案子詳細審閱，並與我們的台灣支部討論。當時我們同意我們無法採用他作為一個POC （良心犯）. 我們也同意如果我們涉入這個案子，將對AI台灣支部造成政治困擾。除了XXX已經指出的論點外，是否採用他作為POC ，我們需要確定他的監禁是因他的信仰，政治意識形態，宗教等等。然而，似乎有足夠的證據證明他犯有貪汙罪。我們需要更深入地評估他的情況。
此後，有媒體報導陳水扁在監獄受到虐待。很遺憾，台灣的監獄條件不是中國小組研究的重點，我們根本沒有足夠的第一手研究，以確定他是否被歧視或接受比其他囚犯更差的待遇，包括被限制接受獄外醫療。我們曾經與AI台灣支部討論, 是否台灣支部可以承辦一些這方面的調查工作，然而台灣支部表示他們不僅嚴重短缺資源，台灣的監獄條件也不是他們當前優先研究重點"
Regarding position on Chen Shui-bian's, the China team reviewed at length the points in Chen Shuibian's case at the time of his trial and discussed with our AI Taiwan colleagues. We agreed at the time, we simply could not outright adopt him as a POC (良心犯) and getting involved in the case would be a political issue for AI Taiwan. In additional to what xxx pointed out, whether or not to adopt him as POC, we need to ensure his imprisonment is a result of his belief, political ideology, religion etc. However, there seems to be sufficient evidence of him being convicted of corruption charges. We need to assess his situation in more depth.
Since then, there have been reports of ill-treatment in prison. Unfortunately, prison conditions in Taiwan are not a research priority for the China Team and we simply do not have enough first hand research to determine if he is being discriminated against or receiving worse treatment than other prisoners, including limitations on access to external medical treatment. We have discussed with AI Taiwan the possibility of their undertaking some of this work themselves but not only are they seriously short of resources, prison conditions in Taiwan are also not a current priority for them.

Freddy stated: "我們也一直跟總部保持聯繫、補充更新扁案資訊，但目前扁案尚未被列入個案救援的名單。
另外，假設 AI 把扁案列入救援對象的名單，也有「本國分會不救援本國個案」的原則性規定，除非有特殊急迫性，總部才會特例開放，例如之前台灣的蘇建和案等。"
Talk is cheap. Show us the evidence that AI, Taiwan actually worked hard to defend Abian-ah's human rights. If Abian-ah's case has no 特殊急迫性, I don't know what else has. He almost died last year and when that happened, did AI, Taiwan take any action?
The evidence I released clearly indicated that AI, Taiwan tried to steer clear off the Abian-ah case and when AI, London asked AI, Taiwan to look into the torture Abian-ah has been subjected to in prison, the evidence showed that AI, Taiwan declined. Your deputy director stated openly that AI, Taiwan did not support Abian-ah's human rights because he had not popular support.
It has been reported that AI, Taiwan headquarter tried to block any motion to help Abian-ah during the annual conference last year. You, Freddy, last year used the same excuse "本國分會不救援本國個案" when were questioned on BATA. You actually quoted me to defend AI, Taiwan's no action when I was misled by some people at AI, USA. Dr. Kuo has pointed out that AI, Taiwan could petition AI, London to do something for Abian-ah. Show us the evidence that such petitions exist. The evidence I released showed that AI, Taiwan declined to help when AI, London asked it to do something.
The excuse of 本國分會不救援本國個案 is lame. The truth of fact is that AI, Taiwan has done absolutely nothing to help Abian-ah for the last five years and the evidence I released showed it actually helped to bury him. Visiting Abian-ah does not mean much unless you actually take real action to help him as the head of AI, Taiwan.
Release the documents between AI, Taiwan and AI, London on Abian-ah to convince us otherwise.
Finally, if you are really that concerned with Abian-ah's human rights and actually did so much to convince AI, London to help him, then, after five years of hard work and after seeing Abian-ah being reduced to a broken man who has lost his brilliant brain and wets his pants over 10 times a day, you would be very upset that 目前扁案尚未被列入個案救援的名單。 You will fight harder. Show us the evidence that you actually do so. You don't seem to be upset at all, while enjoying the title of being the head of AI, Taiwan.
Look at the volunteering medical team members. Compare your effort with theirs. Do you even know what they have done? You are heading the biggest human rights organization in Taiwan and this organization has done nothing toward the worst human rights violation case, you cannot possible sleep well if you really care. Nobody will question you if you are not holding this position as the head of AI, Taiwan.

由此可見，國際特赦組織台灣分會非旦不幫忙國際社會來重視陳水扁前總統遭受國民黨凌虐迫害的事實，甚至還事不關己、落井下石。陳水扁〝貪污〞是被中國國民黨政權〝羅織的罪名〞。即使 Freddy Lim 不能插手，也可交由其他國際特赦組織來調查。阿扁在獄中受虐，Freddy 台灣支部不必急著向特赦組織總會表示「他們不僅嚴重短缺資源，監獄條件也不是他們當前優先研究重點」。向中國國民黨交差嗎？台灣支部沒有足夠台灣監獄的第一手研究資料？是沒有用心吧！洪英花法官及去看過阿扁在獄中情形的醫師和律師都有寫出報告，Freddy 台灣支部只是眼不見為淨罷了。建議 Freddy 辭掉國際特赦組織台灣分會執行長的頭銜，別只佔著茅坑不拉屎！(2013-10-28 @jt)
